Channel 4 was established in November 1982 in UK. It was established as PSB (Public Service Broadcasting). Channle 4 started working as a broadcaster for the public welfare and benefit. Channle 4 was not established only for commercial broadcaster. Initially Channle 4 was a subsidiary of the IBA (Independent Broadcasting Authority). IBA was responsible for all commercial broadcast in the UK like commercial television (channel 4 and other satellite channels) and radio broadcasts. IBA was only authoritarian body for all the commercial broadcasts in United Kingdom.

Channel 4 as was subsidiary of the IBA was known as Channel Four Television Company Limited. After owned the station, the Channle 4 was run by Channel Four Television Corporation. At the end of the 1980 the UK government issues an order for commercial broadcasting industry to reorganize and operated by own. This was also mention in the law of Independent Broadcasting Authority Act 1990. This process of reorganization of commercial broadcasting industry ultimately abolished the IBA regulatory power. In result Channle 4 began to operate as an organization with the name of ‘Channel Four Television Corporation'. Now the corporation had right to operate other operations and its channel 4 on its own. ‘Channel Four Television Corporation' was now under the regulatory body of Independent Television Commission (ITC). After some time all the responsibilities and duties was moved under the Ofcom. Ofcom emerged as a commercial broadcast regulator which regulates the Channel 4 to fulfill all the statute requirements for which it got licensed.   

After the conversion of transmitters to digital, Channle 4 became a national TV channel. Channel 4 was emerged as 4th television service provider to the United Kingdom. In result, Channel 4 broke the television license use to pay for the BBC broadcasts and two other services in addition to this ITV-a commercial broadcaster also suffered. With all these processes, Channel 4 began to enjoy almost entire coverage in the United Kingdom (UK) and few neighboring countries. Channel 4 enjoys its success in the presence of its competitors like cable, digital and satellite services. Channle 4 was growing steadily and it started its website –channel4.com.
